Cine Tornado Festival
Submissions
These Regulations establish the rules governing submission to and participation in the Cine Tornado Festival, as well as the conditions for the exhibition authorisation of selected works.
Submission of a film constitutes full, irrevocable and unconditional acceptance of these Regulations and of the Agreement Letter.
1. AWARDS
1.1. The awards, whether symbolic or monetary where applicable, constitute artistic recognition granted by the curatorial board, jury and/or audience to the best film in each category.
1.2. Any honour or award shall be presented exclusively to the director of the work or to the legal representative responsible for the submission, provided that such person demonstrably holds the exhibition rights to the work.
1.3. The Festival does not guarantee monetary prizes, and the nature of the awards may vary from edition to edition.
2. SUBMISSIONS
2.1. Submissions shall be made exclusively via the FilmFreeway platform.
2.2. The submission period shall be announced annually on the Festival’s official website.
2.3. Each submitter may enter:
• up to two (2) works as an individual (natural person);
• up to three (3) works as a legal entity.
2.4. In categories exempt from submission fees, only one (1) work per submitter shall be permitted.
2.5. Each submitted work is subject to an individual entry fee, which is non-refundable under any circumstances.
3. CATEGORIES
Works shall be classified according to their running time:
• Short Film: 1 to 15 minutes
• Mid-length Film: 16 to 60 minutes
• Feature Film: 61 minutes or more
3.1. Works whose actual running time does not correspond to the category entered may be disqualified without refund.
3.2. The curatorial board reserves the right to reclassify the artistic category of a work, provided that its running time is respected.
4. TECHNICAL REQUIREMENTS
4.1. Submitted works must remain available for download from the time of submission until the conclusion of the authorised exhibition period.
4.2. Recommended technical specifications:
• Resolution: preferably 1920x1080 (Full HD)
• Codec: H.264
• Aspect ratio: 16:9
• Bitrate: between 10,000 and 20,000 kbps
• Audio: preferably 5.1; stereo 2.0 is acceptable
4.3. Subtitles must be provided in a separate .srt file.
4.4. International films must include Portuguese (BR) subtitles.
Films in Portuguese must include English (EN) subtitles.
5. AVAILABILITY OF THE WORK
5.1. The submitted work must remain accessible for download until:
• the programme has been finalised, if the work is not selected; or
• the end of the authorised exhibition period, if selected.
5.2. Unjustified unavailability of the file may result in disqualification.
6. EXHIBITION AUTHORISATION (AGREEMENT LETTER)
6.1. Submission of a work automatically grants the Festival a non-exclusive, royalty-free authorisation, without transfer of ownership, to publicly exhibit the work within the scope of the Cine Tornado Festival.
6.2. Such authorisation:
• shall remain valid for two (2) years from the closing date of submissions;
• shall be limited to a maximum of six (6) in-person screenings;
• shall apply exclusively to official events linked to the Festival;
• shall not include commercial exploitation of the work;
• shall not include full online streaming or digital distribution, except in exceptional circumstances of force majeure, in which case the organisation may adapt the exhibition format, including digital means, strictly within the institutional scope of the Festival.
6.3. Screenings may take place in Brazilian cities or at international in-person showcases
institutionally affiliated with the Festival.
6.4. The Festival organisation shall have sole discretion over programming decisions and screening order.
7. COPYRIGHT AND LIABILITY
7.1. The submitter declares, under their sole responsibility, that:
• they hold all copyright and related rights to the work;
• they possess all necessary permissions for the use of soundtrack, image, voice and any third-party elements;
• they are legally authorised to grant the authorisation set out in these Regulations.
7.2. The submitter agrees to indemnify and hold harmless the Cine Tornado Festival against any claim, legal action, charge or demand arising from infringement of copyright, related rights or image rights.
7.3. The Festival shall not be responsible for any payments to collecting societies or rights management organisations, such responsibility resting solely with the rights holder.
7.4. The Festival shall not be liable for technical failures of the submission platform, server unavailability, file loss due to circumstances beyond its control, or any indirect damages arising from participation in the event.
8. USE OF IMAGE AND PROMOTIONAL MATERIAL
8.1. The submitter authorises the free use of:
• excerpts of the work (up to three minutes);
• trailer;
• photographs;
• poster artwork;
• stills;
• images of the director/producer;
strictly for institutional promotional purposes of the Festival, in print and digital media and on social networks.
8.2. Such use shall always be linked to the promotion of the Festival.
9. FEES AND NON-REFUND POLICY
9.1. Submission fees shall not be refunded under any circumstances, including but not limited to:
• disqualification;
• non-selection;
• incorrect category entry;
• cancellation of the event due to force majeure.
10. CANCELLATION AND FORCE MAJEURE
10.1. The Festival may be postponed, suspended, adapted or cancelled due to force majeure, including but not limited to pandemics, war, natural disasters, governmental acts, legal restrictions, systemic failures or any unforeseen circumstances beyond the control of the organisation.
10.2. In such cases, no compensation or reimbursement shall be due.
11. OFFICIAL COMMUNICATION
11.1. All official information shall be published on the Festival’s website and official social media channels.
11.2. Selected participants are encouraged to collaborate in the institutional promotion of the event.
12. GENERAL PROVISIONS
12.1. Any matters not provided for herein shall be resolved by the Festival organisation.
12.2. Decisions of the curatorial board are final and not subject to appeal.
12.3. Submission constitutes full acceptance of these Regulations.
13. JURISDICTION
13.1. Any disputes arising from these Regulations shall be governed by Brazilian law and submitted to the Courts of São Paulo/SP, Brazil, with express waiver of any other jurisdiction, however privileged.
13.2. Foreign participants expressly waive any claim to jurisdiction outside Brazil, including claims based on consumer protection laws or international jurisdiction rules that might attempt to transfer competence to another country.
